Rules for the stay of foreign citizens on the territory of the Russian Federation

Procedure for those arriving in the Russian Federation to study at SPbGASU from the territory of foreign states

The stay of foreign citizens on the territory of the Russian Federation is regulated by the following regulations:

  • No. 109-FZ of 18 July, 2006 “On migration registration of foreign citizens and stateless persons in the Russian Federation”
  • No. 115-FZ of 25 July, 2002 “On the legal status of foreign citizens in the Russian Federation”
  • No. 114-FZ of 15 August, 1996 “On the procedure for leaving the Russian Federation and entering the Russian Federation”
  • No. 195-FZ of 30 December, 2001 “Administrative Code of the Russian Federation"
NB! Ignorance of the laws of the Russian Federation does not exempt from responsibility for their violation.

Issues of arrival in the Russian Federation, departure from the Russian Federation, migration registration, issuance of invitations and visas are dealt with by the SPbGASU Passport and Visa Service.

Issuing invitations for visa countries

To issue an invitation, please, send the following documents to e-mail: pvs@spbgasu.ru

  1. Completed application form
  2. Clear scan-copy of your foreign passport front page
  3. Scan-copy of passport translation into Russian

Before entering the Russian Federation to study at SPbGASU
  • 7 days before arrival at SPbGASU, inform about your arrival (date, flight number, place of crossing the border of the Russian Federation) by sending an email to pvs@spbgasu.ru
  • If you need accomodation, fill out the APPLICATION and send its scan-copy to e-mail: pvs@spbgasu.ru

On the day of arrival in St Petersburg
  1. When crossing the border of the Russian Federation, fill out the migration card, indicating STUDY / EDUCATION in the field “Purpose of travel”
  2. Within the first working day after entering Russia, visit the SPbGASU Passport and Visa Service
  3. Take out a VHI medical insurance policy valid from the date of crossing the border of the Russian Federation
  4. Receive a certificate for check-in into the dormitory from the medical and preventive center by providing the following documents:
  5. - Passport and its translation;

    - VHI policy valid for one year starting from the day of crossing the border of the Russian Federation;

    - A medical certificate indicating that the student has no medical contraindications for studying and staying in Russia, with an examination period of no more than three months before arrival at the university, as well as a certificate of vaccinations and their translation into Russian;

    - Fluorography results;

    - Vaccination certificate.

  6. Get order for checking into the dormitory;
  7. Appear at the housing department of the dormitory at the address: Nab. Fontanka River, 123/5, 2nd floor;
  8. * Appear at the SPbGASU passport and visa service to register for migration with the following documents:
  9. - copies of all pages of the passport;

    - a copy of the migration card (for citizens of Belarus, simply indicate the date of entry);

    - VHI policy;

    - a copy of the study contract (if you are studying for a fee);

    * SPbGASU puts on migration registration


After arriving at SPbGASU

* Within 90 calendar days from the date of entry into the Russian Federation, undergo mandatory state fingerprint registration, photography and medical examination.

* Except for:
- citizens of the Republic of Belarus
- persons with a residence permit
- persons who have a temporary residence permit on the territory of the Russian Federation

Procedure:

- Apply in person to the address: St Petersburg, Krasnogo Tekstilshchika str., 10-12, lit. B (entrance No. 2 from the yard)

- Provide a passport with a notarized translation, migration card, student ID

- Based on the results, a medical examination document will be issued, valid for 12 months

- After 12 months, the procedure must be repeated within 30 days

Responsibility for failure to comply with the law

If a foreign citizen has not fulfilled the obligation to undergo mandatory state fingerprint registration, photography and (or) medical examination, then in relation to such a foreign citizen the issue of reducing the period of temporary stay in the Russian Federation will be considered. In this case, the foreign citizen is obliged to leave the territory of the Russian Federation.


Migration registration

SPbGASU registers for migration only foreign students actually living in the university dormitory.

Students living at private addresses are subject to independent migration registration.

Students who independently register for migration MUST provide a copy of registration to the passport and visa service and a VHI health insurance policy or Compulsory Medical Insurance (valid for the period of registration) in any convenient way: in person to office 301-1, by e-mail pvs@spbgasu.ru

If you were treated in a hospital or stayed in a hotel (hostel), you must re-register for migration at the university within one working day.


Departure from the Russian Federation

Before leaving the Russian Federation for holidays or for other reasons, foreign students are required to inform the passport and visa service about the date of departure by sending an email to: pvs@spbgasu.ru


Promptly provide the passport and visa service with the following information:
  • Date of departure from the Russian Federation
  • About trips across Russia
  • About changes in place of residence, mobile phone number, email address
  • On obtaining a temporary residence permit (TRP)
  • On obtaining a residence permit (RP)
  • On obtaining citizenship (internal passport) of the Russian Federation
  • On loss/replacement of documents (passport, migration card, migration registration)

Promptly submit the following documents to the IRD passport and visa service:
For citizens with a visa regime for staying in Russia For citizens with a visa-free stay in Russia

45 days before the expiration of your current visa (if your studies are ongoing):

- Passport

- 2 copies of all passport pages with marks/stamps

- Migration card

- 2 copies of the migration card

- Medical insurance policy (valid for the period of registration)

- A check confirming payment of the state visa fee

- 1 photo 3х4 sm

- A copy of the agreement, if the training is paid

30 days before the expiration date of temporary registration (if studies are ongoing):

- Copies of all pages of the passport

- Migration card

- A opy of the migration card

- A copy of registration confirmation

- A copy of the agreement, if the training is paid

- Medical insurance policy (valid for the period of registration)


Termination of studies

In case of termination of studies, you are required:

  1. Contact the HR division and get a bypass sheet.
  2. Sign the bypass sheet by contacting the IRD employees
NB! When expelled from the university, the student is required to leave the territory of the Russian Federation within 3 days.
