“Preserving the Past, Creating the Future”

The All-Russian Scientific and Practical Conference “Economics and Management in Construction: Preserving the Past, Creating the Future”, which took place at SPbGASU on October 17, 2019, was dedicated to the 60th anniversary of the Department of Construction Economics and Housing and Utility Infrastructure and the 20th anniversary since the establishment of the Faculty of Economics and Management. Opening the conference, Acting Dean of the faculty of economics and management, Associate Professor of the Department of Construction Economics and Housing and Utility Infrastructure, Ph.D. of Economics, Viktoriya V. Vinogradova spoke about these two dates.

At present, about 1300 students study at the faculty; 9% of them are international students. We provide training at all educational levels. At the faculty, we implement three undergraduate educational programs. These are “Economics”, “Management” and “Housing and Communal Infrastructure”. The first enrollment for the “Housing and Communal Infrastructure” program too place in 2019. Housing and utilities specialists are in demand on the market; there are not enough personnel in this area nowadays,” said Viktoria V. Vinogradova.

Vice-Rector for External Relations Irina R. Lugovskaya addressed the conference participants.

– On behalf of the rector of SPbGASU Evgeny Rybnov, I welcome you within the walls of the longest-standing technical university, the only one in the North-West Russia, which provides comprehensive training for specialists in the field of architecture, construction and transport. The relevance of the conference topic does not need any proof. I would only note that the economy is undoubtedly an integral part of modern construction, and construction is an integral part of the country's economy,” said Irina Lugovskaya.

Conference participants exchanged views on a wide range of issues. A review of the history of the of Construction Economics and Housing and Utility Infrastructure was made by the professor of the department, Doctor of Economics Yuri P. Panibratov. The President of the SRO A Association of Builders of St. Petersburg Alexander I. Vakhmistrov presented a comprehensive analysis of industrial housing construction, as the most relevant way of the Russian construction complex development.

“Recently, my book Industrial Housing Construction was published, and I would like to dwell on this topic. There is a May decree of the RF President, which sets the task of intensifying mass construction. Over the past ten years, the amount of investment in the construction sector has nearly doubled. The provision of Russian citizens with housing leaves much to be desired, in average, it is 25 sq. m per person. One of the ways to increase the amount of construction production is industrialization and transition to flexible technological schemes. It’s a paradox, but construction has not changed over the past thousand years; the changes affected only materials and technologies. A discussion is currently underway on the Development Strategy of the construction industry of the RF until 2030. And I am very glad that the Strategy includes a clause on innovations in the construction industry. In particular, it concerns the modernization of panel or block housing construction,” said Alexander Vakhmistrov.

What else did the conference participants talk about?

At the conference, numerous reports were made, including the “Advance development of the social infrastructure of the city using BIM technologies and PPP mechanisms” (Aleksey V. Agafonov, Director General of Baikal Engineering LLC, Vice President of the Association of Manufacturers of Building Materials and Marina S. Egorova, Assistant Professor, the Department of Management in Construction, SPbGASU,); “Application of the accumulated volume management method for the purpose of monitoring and forecasting the period of construction” (Sergey V. Bovteyev Associate Professor, SPbGASU Department of Organization of Construction, Ph.D.); “New Directions in Training Specialists for Construction” (Werner Regen, Doctor of Economics, Professor, Director of Internal Audit at Ilim Timber Industry LLC, President of the European Coaching Association (ESA) in Russia and the CIS, member of the Leibniz Scientific Society).

Academics and practitioners from St. Petersburg and other regions of Russia also spoke at the conference.
