“Safety comes first”
How to reduce the high rate of injuries in the construction industry? What should be done to prevent accidents at construction sites and reduce the severity of their consequences? These issues are discussed at the Fourth All-Russian Safety in Construction Conference. The scientific and practical conference with international participation opened at SPbGASU on November 21, 2019.

The SPbGASU Vice-Rector for External Relations of Irina R. Lugovskaya addressed the conference participants on behalf of the Rector of SPbGASU Evgeny I. Rybnov. “The reports are very topical. They cover a wide variety of aspects of safety in construction. I hope that the conference will facilitate the search for effective ways to solve the problems and strengthen professional ties.”
Dean of the Saimaa University of Applied Sciences, Kirsi Taivalantti, evaluated the results of the first year of the SAFECON project.
The work began on November 1, 2018. Within the framework of the project, a Safety Park is being created on the basis of SPbGASU in Krasnoye Selo: it’s an educational environment based on interactive learning models for various target groups. The ultimate goal of the project is to reduce injuries at construction enterprises in St. Petersburg, the Leningrad Region and Southeast Finland.
According to K. Taivalantti, throughout the whole period, the work was going ahead of schedule. Today, the training sites are ready, and in the spring of 2020, we can begin implementing joint educational programs. All interested parties were informed about the project, both in Russia and in Finland. This conference is an important component of the project, as it contributes to its promotion.
✔ K. Taivalantti also informed about another joint project with SPbGASU, the implementation of which will begin next year. This is the BIM-ICE project, designed to provide a new arsenal of tools for designers, managers, students and postgraduate students in the "Architecture" and "Civil Engineering" programs.
“In SPbGASU, we see a very reliable partner. We have no doubts about the successful future of this project,” K. Taivalantti emphasized.
The Executive Director of the self-regulatory Association of Unified Center for Occupational Safety and Health Maria A. Nasedkina expressed satisfaction with the pace of work on the creation of the Safety Park. “Safety must come first,” M. A. Nasedkina emphasized.
The head of the department of Occupational Safety and State Examination of working conditions of the Committee on Labor and Employment Konstantin V. Dzhenzherukha made a report on the “Reflection of the Vision Zero Concept in the Legislation of the Russian Federation”. The concept was created by the International Association of Social Security and embraces seven fairly simple rules that everyone understands. K.V. Dzhenzherukha emphasized the importance of promoting safe work and the need for the SAFECON project.
In the opinion of Vitaly V. Tsaplin, Head of the SPbGASU Department of Technosphere Safety, the rate of injuries in the construction industry of the Russian Federation is one of the highest. Moreover, the main cause of accidents is the human factor. Accidents at the construction sites are caused by non-observance or lack of knowledge by workers of labor protection rules, and a low level of management and organization of the production process.
At the state level, a policy for ensuring safe work has been developed and is being implemented, and a focused effort in this direction has been launched at SPbGASU.
The university trains Bachelor’s degree, Master’s degree, and postgraduate students in the field of "Technosphere safety"; conducts advanced training courses for specialists in continuing education programs in "Technosphere Safety" and advanced training in "Labor Protection"; introduces the BIM- technology to the labor protection sphere.
✔ At the upcoming BIM championship, students of the technosphere security sphere will be responsible for safety issues in the designed facility.
SPbGASU implements the SAFECON Project, the main idea of which is to create an interactive learning environment that would clearly demonstrate the consequences of improper behavior in the workplace, instilling employees with a sense of danger. The training will be carried out according to special techniques, which will help to create a safe behavioral model of employees as a basis for workplace activities. There are no analogs of such a learning environment in Russia.

As part of the conference, work wear manufacturers presented an exhibition of their products at the SPbGASU balustrade. On the opening day of the conference, another important event took place: the signing of an agreement with the OOO Expert Consulting Center on the manufacture of interactive modules for the Safety Park. The creation of the SAFECON Project has entered final straight.
Holding a large-scale conference and the participation of SPbGASU in international projects that are in demand by present-day realities contributes to the professional competence of graduates, which is especially important for the implementation of the national Education and Science projects.
