Viktor Afanasiev (1923–2002) will become DSc in Engineering, Professor, Head of the Department of Construction Management at LISI (SPbGASU) after the Great Patriotic War. Then he will enter world science as the researcher, the founder of the St Petersburg school of in-line organization of construction. And in the harsh war years, he would finish the Leningrad Air Force Academy of the Red Army ahead of schedule, in four years, and go to the 3rd Belorussian Front.

The pre-war boy had serious plans for his future professional life and personal growth: he studied at the Hermitage for nine years, and for two years at the Russian Museum. In 1940, the eighteen-year-old boy entered the Leningrad Institute of Civil Air Engineers. On 27 March, 1941, the Leningrad Air Force Academy of the Red Army was formed on its basis, which Viktor Alekseevich graduated ahead of schedule, while being evacuated to Yoshkar-Ola. And then came the front. He served on the 3rd Belorussian, took part in the construction of 25 airfields, of which 18 were in East Prussia, including for the Normandie-Neman squadron. For impeccable service, Viktor Alekseevich was awarded the Orders of the Red Star and "For Service to the Motherland in the Armed Forces of the USSR", and medals.

Under his leadership, already in peacetime, they restored and built airfields, housing stock, air garrisons in Lithuania, Belarus, and Russia. In 1951, Viktor Afanasiev defended his PhD thesis at the Leningrad Red Banner Air Force Engineering Academy and received the degree of PhD of Engineering Sciences.

Colonel-engineer Viktor Alekseevich came to LISI in 1977, when, after 36 years of service in the Armed Forces of the USSR, he retired from the reserve. By this time, he had already received the title of professor, became a co-author of two inventions and the author and co-author of 125 scientific papers. The Department of Construction Management, headed by Viktor Afanasiev, began to train teaching engineers, the course "Building Automation" was included into academic disciplines.

Viktor Afanasiev was the first to give a strict definition of the flow organization of construction and thus stopped numerous arguments, disputes and doubts about this concept. The professor defined the flow organization of construction as the combination in time of performing different types of work on different private fronts. Under his leadership, various classifications of in-line methods were developed. The flow organization of construction allows you to perform work continuously and reduces the duration of construction.

DSc in Engineering, Honorary Member of the RAACS, Academician of the Housing and Communal Academy of the Russian Federation, Honored Worker of the Higher School of Russia, Honorary Builder of Russia left a rich legacy: he published 300 scientific papers, prepared a galaxy of high-level specialists, becoming the scientific supervisor of more than 30 candidates of engineering sciences and a scientific consultant of over ten doctoral dissertations in several universities of St Petersburg.
