On 17 May, as part of the VII International Scientific and Practical Conference “Information Modeling in the Problems of Construction and Architecture” (BIMAC-2024), SPbGASU held a round table “Prospects for the development of independent qualification assessment in the field of information modeling technologies”. It was moderated by Polina Fedyuchek, Deputy Director of the OsnovaProject Association, and Viktoria Vinogradova, Director of the SPbGASU Institute for Continuing Education.
Traditionally, at the beginning of the event, participants were addressed with wishes of success. Sergey Mikhailov, Vice-Rector for Educational Activity, emphasized: the education system in general and the higher education system in particular are awaiting a major transformation. New goals are defined in Decree of the President of Russia dated 7 May, 2024 No. 309 “On the national development goals of the Russian Federation for the period until 2030 and for the future until 2036.” The round table resolution will be communicated to all interested parties and might play a role in making important management decisions.
Aleksandr Grimitlin, Vice-President of the National Association of Designers and Surveyors (NOPRIZ), Chairman of the NOPRIZ Committee on digitalization of architectural and construction design, expressed confidence that soon all engineers will work in information modeling systems. This is a natural process, and now there is a very important transition period. We must do our best to speed up this process.
Aleksandr Vikhrov, NOPRIZ Coordinator for the Northwestern Federal District, presented certificates to specialists who had made a great contribution to the development of self-regulation. Six reports were presented at the round table.
Alla Faktorovich, Deputy General Director of the ANO National Agency for the Development of Qualifications, spoke about the results of a pilot project to combine intermediate and/or state final certification and independent qualification assessment (SFC-IQA) and approaches to the use of IQA in universities. In 2022 and 2023, two waves of the pilot project took place in a number of universities. SPbGASU also took part in the project in the field of study “Operation of transport and technological machines and complexes”, profile “Master of the repair area for maintenance, repair of motor vehicles and their components (sixth qualification level)”.
Nadezhda Prokopyeva, Deputy Head of the NOPRIZ headquarters, Chairman of the Russian Union of Builders Committee for the development of vocational education and promotion of employment in the construction industry, made a report on independent qualification assessment as a driver of digital transformation of the construction industry. Participants learned about new national projects “Personnel” and “Data Economy”; on priority areas of activity of national associations of SROs and councils for professional qualifications; on professional standards of NOPRIZ in the field of engineering surveys, architecture, design, examination, information modeling; about what is included in the applicant’s application package of documents. Nadezhda Prokopyeva proposed launching a pilot project to interface SFC-IQA in the field of information modeling technologies at SPbGASU, and also for its implementation, eliminating the requirement for work experience to allow an applicant to pass a professional exam for sixth-level qualifications formed from the professional standard “Specialist in field of information modeling in construction".
A report on the main approaches to harmonizing procedures for state final certification and independent assessment of graduates’ qualifications was prepared by SPbGASU representatives Viktoria Vinogradova and Anna Mikhailova, Head of the Division for Curriculum Development and Academic Work. The authors of the report highlighted the key characteristics of higher education at the present stage: the balance between fundamentality and practice-orientedness, flexibility of programs and terms of study, focus on practical training. The action plan for the implementation of the SPbGASU development program for 2023–2032 includes the strategic project “Quality Professional Education” with the profile “Practice-oriented educational portfolio”. According to the document, in 2023–2032 the university will develop and update additional professional educational programs; in 2025–2032 it will develop educational programs that provide for the simultaneous acquisition of several qualifications; in 2023–2032 it is necessary to combine the procedures of state final certification and independent assessment of graduates’ qualifications. There are three examination sites at SPbGASU: the Qualification Assessment Center of the Autoprom North-West Union, Qualification Center LLC and the Qualification Assessment Center Qualification Center LLC. SPbGASU representatives identified the expansion of the list of “entry” qualifications for IQA without requiring work experience as the main tasks for effectively linking the SFC and IQA procedures; expanding the number of professional qualifications for which it is possible to pass the IQA; improvement of organizational and methodological support for linking State Examinations and IQA.
Olga Khalepo, Director of the Novgorod Construction College, made a report on the development of independent qualification assessment as a component for the employment of vocational education students within the “Professionalism in Digital Transformation of the Industry” program. According to the author, the advantages of using the IQA include objectivity (the IQA is carried out by third-party experts, which eliminates the subjective influence of employers and candidates), professionalism (the IQA is based on professional training standards, which improves the quality and level of training of specialists), the level of quality of work (the presence of the IQA guarantees that specialists have the knowledge and skills to perform high-quality work), the trust of employers (the presence of an IQA with an employee increases trust on the part of the employer and increases the competitiveness of the company).
Lyudmila Rybina, Head of the project management service of the State Unitary Enterprise DPR "Republican Telecom Operator", shared the prospects for developing the qualifications of specialists working in the Donetsk People's Republic in the context of transformation of the construction industry.
The round table resulted in the resolution adopted by participants recommending changes to educational programs in construction fields of study/specialties, which will ensure the accelerated involvement of students in production processes.
