Yuri Tsvetkov, senior lecturer at the SPbGASU Department of Construction Economics and Housing and Utility Infrastructure, completed a research work “Increasing the level of fulfillment of public construction orders through predictive diagnostics of potential contractors” as part of a grant competition for the implementation of research work by the SPbGASU scientific and pedagogical staff in 2023
The mechanism of the public construction order provides financing for socially significant facilities in the fields of education, healthcare, culture, and transport. Government procurement accounts for up to 34% of the country's gross domestic product. About 36% of them are procurement of construction works.
It is extremely important that facilities for the needs of society are built in an appropriate time frame and with the appropriate level of quality. To do this, first of all, you need to choose a reliable construction organization to carry out government contracts.
The study developed a methodology for predictive assessment of contracting organizations participating in public procurement. Its use will make it possible to assess the economic potential of contracting organizations and their readiness to fulfill a particular government contract. A preliminary analysis of construction organizations will make it possible to minimize the risks of non-fulfillment of work within the framework of procurement, and will also ensure the optimal distribution of contractors in this market.
