The acting director of the Institiute is Dmitry V. Ivanov, PhD of Juridical Sciences.
The Institute for Forensic and Technical Investigation (hereinafter IFTI) carries out its activities on the basis of the SPbGASU Charter and under contracts with legal entities and individuals. SPbGASU is represented in the List of expert institutions, organizations of the Arbitration Court of St Petersburg and the Leningrad Region.
The main activity of SPbGASU IFTI is to conduct the necessary research and provide expert opinions or expert conclusions related to issues requiring special knowledge in the field of industrial and civil engineering. The Institute carries out examination of construction projects, project documentation and projects for the reconstruction of buildings and structures.
The examination is carried out taking into account the provisions of the law "On state forensic activities in the Russian Federation" No. 73-FZ of 31 May, 2001, the Town Planning Code of the Russian Federation and other regulatory documents.
Types of issues for conducting research and provide conclusions:
- determination of compliance of construction and installation works performed at the facility with the terms of the agreement, works contract, contract, design and estimate documentation. Identification of nonconformities;
- determination of compliance of construction and installation works performed at the facility with acts of acceptance of work performed, including in the form of KS-2. Identification of nonconformities, verification of the scope of work performed;
- determination of the compliance of the as-built documentation for the facility with the requirements of the legislation of the Russian Federation, regulatory and technical documentation;
- determination of the compliance of the quality of construction and installation works performed at the facility with the requirements of regulatory and technical documentation, the terms of the contract, etc.;
- determination of the cost of completed construction and installation works;
- determination of the market value of construction works;
- determination of the amount of damage caused during construction and installation works and in other cases related to buildings, structures, constructions (as a result of damage to a building, accidental loss of property, etc.);
- verification of estimates for compliance with the project, the correctness of the application of prices, etc.
- carrying out control measurements of premises, architectural measurements using terrestrial laser scanning;
- examination of engineering and geodetic surveys;
- appraisal of the cost of a land plot, appraisal of the cadastral value of an object.
Control measurements of premises, apartments, buildings, plots are necessary to resolve land disputes, when creating new real estate objects, restoring the boundaries of a land plot according to available documents, establishing the boundaries of a land plot in the absence of documents.
Members of the SPbGASU teaching staff act as experts in accordance with their competence on the issue to be researched. First of all, these are specialists of the departments of:
- roads, bridges and tunnels;
- urban economy, geodesy, land management and cadastres;
- building production;
- structural units;
- technology of construction materials and metrology;
- economics of entrepreneurship and innovations.
Instrumental research and testing of selected samples are carried out using the equipment of the SPbGASU Test Center, accredited by the Federal Accreditation Service (certificate No. RA.RU.21ST39, issued on 23 June, 2015).
Objective studies carried out by the Institute within the framework of construction and technical and complex construction and economic examinations are successfully used to resolve litigation, in the appointment of forensic examinations. Research is constantly being carried out for the Main Investigation Department of the Investigative Committee of the Russian Federation for St Petersburg.
