In accordance with the Charter of the St Petersburg State University of Architecture and Civil Engineering, the Academic Council is an elected representative body that exercises general management of the university.
The Academic Council ex officio includes the rector, vice-rectors, deans of faculties, the chairman of the trade union organization of workers and students, and the chairman of the student council. Other members of the Academic Council are elected by the conference of workers and students by secret ballot. The number of elected members of the Academic Council is established by the conference of workers and students. The Chairman of the Academic Council is the Rector.
The term of office of the Academic Council is five years. Early elections of members of the Academic Council are held at the request of at least half of its members, expressed in writing, as well as by decision of the conference of employees and students or at the suggestion of the rector.
In case of dismissal (expulsion) from the university of a member of the Academic Council, he/she automatically leaves the Academic Council.
The Academic Secretary of the Academic Council is appointed by the Rector from among the members of the Academic Council for the term of office of the Academic Council.
