S. I. Lutchenko is the author and manager of many planning projects and development sketches for new residential areas and public areas, such as the planning of the area west of Moskovsky Prospekt in Tolyatti; planning of the area designated for the FIFA World Cup in Kaliningrad; planning of microdistrict No. 1 in the Novosokologorsky district of Saratov; planning of the territory of the former Bryansk airport; planning of the area within the boundaries of Sovetskaya, Lesnaya and Krasina streets in Neman, Kaliningrad Oblast; planning in the Zasheksninsky district of Cherepovets, etc.

Initiator and organizer of the 52nd meeting of the Council of Chief Architects of the regions of the Russian Federation and municipalities in the Leningrad Region (Vyborg, Gatchina, Kingisepp and Ivangorod).

Initiator of the creation of the Union of Artists of the Leningrad Region.

Currently actively working on a number of new project and legal tasks in the Government of the Leningrad Region.
